In 2002, AT&T proposed to construct a fiber optic cable project that would include approximately 246.2 miles of buried fiber optic cable from the City of San Luis Obispo south through the counties of San Luis Obispo, Santa Barbara, Ventura and Los Angeles, to the City of Los Angeles. This original project entailed cable installation within existing conduit for approximately 181 miles of the route, with new conduit construction proposed for the remaining 65 miles of the route length. The Environmental Impact Report for this project was certified by the County of San Luis Obispo on September 26, 2002. Notwithstanding receipt of project approvals, AT&T did not complete construction of this planned FTB cable system project.
AT&T has conducted a new feasibility study to complete the 2002 project described above, and is now proposing to reinitiate the FTB Cable System installation ("Proposed Project"). The installation of the FTB Cable System would follow the same basic route alignment as the previously permitted project, with some small modifications. As with the original project, a majority of the fiber optic cable would be installed in existing buried conduits. Much of the new conduit construction from the 2002 project would no longer be required; AT&T would use a new cable "override" method to install cable within existing conduits. New conduit construction would be reduced to less than 4 miles.
